PORTSMOUTH — A proposed sister-city relationship with Santarcangelo has fallen apart after officials in the Italian town were apparently insulted by the city's handling of the situation. One local Italian called the development "one more affront to the Italian North Enders" of Portsmouth.
The news from Italy is that some in Santarcangelo have taken offense to Portsmouth's perceived lack of genuine interest in a proposed sister-city relationship between the communities and the relationship will not be forged as anticipated.
