Italy’s population is aging, and as a result, the overall demand for in-home care and domestic assistance provided by households is expected to grow significantly between 2026 and 2028. Meeting this demand will require targeted immigration policies.
By 2028, Italian families will need more than 2.074 million domestic workers—including both regular and undocumented workers—to meet their needs for home care and personal assistance. Of these, about 660,000 will be Italian and approximately 1.414 million will be foreign workers, accounting for 68% of the total.
